I have heard an audio recording lead by RAYMOND JARLIK-BELL.  I am unable to locate Mr. Bell or anyone that has effectively used the Executor Letter Protocol.

We are told the Executor Letter  protocol stops Trustee Sales in Foreclosure and other  important effects.  

I will appreciate any help in locating Mr. Bell or anyone with useful knowledge about this protocol.

This is the question I wake to each morning. Then I struggle with it all day.
I believe that today more than anytime since the Civil War the people who reside upon this land are awake and looking about themselves. They like us have started to learn that the lives they have lived were all smoke and mirrors. They too want to know where we go from here.
I for one do not want to again choose the path of a Federal Government. How else can a land holding 300+ million people be: properly protected, often from themselves, properly housed, and properly employed? Simple by their own efforts, and their own labor.
I understand that in Yahweh's great melting pot their will always be those who are simply not capable of self sustainment. These will be in my heart, my prayers, my charity, but never in my record book as a debt due. The only way this can be done is by the same from all of their neighbors with love and charity, not by obligation in person.
First though we must have a valid and functioning County Assembly that is capable of providing guidance without force, and help without debt, to the people who live in their County. We need representatives of the 10's, 50's, 100's, and 1000's. Sovereign men and women of all colors, who will spend a few hours each week listening to the day to day Sovereign VS Sovereign common law problems and provide scriptural common law solutions to the problems that will allow both sides to shake hands and walk out smiling. Both winners.
Then we need men and women of all colors willing to fill the ranks of the county rangers. Giving their time, expertise, and possibly their blood to defend the residents of their county and provide them with the safety to lie down in their beds without fear of any man. Training and learning with charity in their hearts and not the coins in their purse that they serve in the name of Yahweh.
Then we need men and women of all colors to sit on counsels of the people of the County and select honest, hard working, Yahweh fearing men and women to represent the County in the State Republic legislature. Those that will understand that they represent this county and these people. That they were sent to vote in or place that we may continue to provide those things we provide to the County in their absence.
How will all of this be paid for? The Assemblies must look in the mirror and ask the citizens staring back at them for the answer to that question.
It can not be paid for with debts owed to a foreign, to the County, person or group.
When the assemblies lose sight of their boundaries and reach out to horizon they step into the shoes we are trod on now. When the State Legislatures reach out to expand their domains they push down in the same shoes on the same backs. Thus we must always be aware that we live here not in the world. We must refrain from stretching our hands out in grasps,but rather in friendship.
If a time returns that we have successfully regained the Sovereignty of all men and women on this or piece of Yahweh's land then we can look to replicate our assemblies to a Nation from sea to sea. That however can only arrive when no armed troops, police squads, can show up from any Corporate City, Township, or municipality and try to enforce their statutes, acts, ordinances, or rules upon sovereign men an women without their permission. Till them we must concentrate on returning or little piece of the land to the common law and Yahweh's laws.
If this sounds too strict it is because we are soon to go through a very harsh time. We can provide good leadership or it will be impose upon us in the name of security. We can spend our evenings learning the scriptures of law and the Maxims of common law, or spend it hiding under our beds as we are pillaged by poor, hungry, godless masses.
These are our decisions to make in the very near future. Are we ready to drop the remote and grab our books?

So we are very excited to announce this new 'site-status' and welcome you all to our humble assembly 'hub' location!  Let's take this time to remind everyone that this site is designed to be A CYBER-MEETING PLACE for ALL COUNTY ASSEMBLIES, to assist your group in having a central COMMUNICATION HUB, for any and all things pertaining to your group, as well as any information that  you would like to share and get out to all the other counties that are ONLINE with us here!  If used correctly, WE WILL ALL BE CONNECTED, AND IN COMMUNICATION REGARDING ALL THINGS ASSEMBLY!

So what this means is WE NEED GROUP MODERATORS!  Preferably someone that is already active on the local assembly group (no matter where you are at in your formation process), who can be that 'connector-piece' that keeps things posted, fresh and current within your online group here, as well as group announcements going out FROM YOUR COUNTY GROUP PAGE!  When used correctly, this social network platform HAS A LOT TO OFFER a start up grass-roots movement like this one!  So I hope that you all 'get it', and reach out to countyassemblies@gmail.com and let us know if you want to be a moderator!  It only takes a few hours per week if that, and a desire to GET YOUR ASSEMBLY GROUP UP AND RUNNING!

My Fellow Americans,
The following list of items is in response to issues and or accusations concerning the Republic as raised in the below string of emails.  Not everything is addressed but these are the relevant points.  There are many other lesser points noted in the string, most of which are also assumptions not based in fact and are not addressed here.  However, the main points are as follows:

1.     We have not created a new Republic. There are not two Republics. We have re-inhabited the original dejure Republic that the founding fathers created. Congress created a Declaration and passed it into law, lawfully by the way.

If a new Republic was NOT created, how do you explain a Congress which met on Saturday in Utah with more than one Representative per 30,000 members in each State, contrary to Article I, Section 2, Clause 3 of the existing Constitution. In addition, how do you explain the use of proxy votes, also contrary to the House and Senate rules throughout time, which require members to be present to vote. Saturday’s meeting in Utah was ostensibly called a Continental Congress, not a joint session of the Federal Congress. If the Republic was restored to 1860, Congress would have had to propose individual Amendments to the Constitution to modify it or call for a Constitutional Convention. When was the Constitutional Convention called? ... Either way, the Amendments would have to be ratified by 3/4 of the State legislatures or State Constitution Conventions. When did the States vote for delegates to the Constitutional Convention? ... When did the States ratify the revised Constitution? ... There is also no provision in the existing Constitution for Congress to meet in joint session to pass laws in which each republic combines the votes of their Senators and Representatives or is restricted to just a single vote, which happened on Sunday.
 
If a new Republic was NOT created, why was the duly-elected President pro tempore ousted from his position because he didn’t attend the meeting in Utah? ... Supposedly, the re-inhabited House and Senate were already seated in the previous week or two, and elected their leaders. There was no rule in effect in 1861, or subsequently passed by the re-inhabited Congress that would require a Senator to give up his seat or leadership position for not attending a single meeting of Congress.
 
If a new Republic was NOT created, under the existing laws of 1861, the President pro tempore of the Senate would be serving as the Acting President until national elections could be held on the first Wednesday in December 2011 and a new President elected and seated in March 2012? (See the Presidential Succession Act of 1792) ... Neither Tim Turner nor Charles Wright have been properly elected in accordance with any existing Constitution. Although they may have been elected to be the leaders of the Restored Republic organization, they are NOT the President and Vice President of the de jure united States of America, as they claim. The President Pro tempore, Todd Perkins, is the lawful Acting President of the de jure united States of America.
 

2.     The notion that we no longer have funding has no foundation on fact. I know everyone of the players that Terri is allegedly talking to. I have met them personally and spent time with each of them. I was warned to stay away from them because they are simply brokers and are attempting to attach themselves to the funding to get a commission. I have checked them out internationally with people who know them.  I am working directly with the principals and not brokers. The source, commitment and direction of the funding has not changed at all. If this other group were to successfully take control of the Republic, which is not going to happen, they would still have to get my signature and agreement to be funded.

The matter of funding is irrelevant to me and others truly interested in restoring the Republic properly. The funding has nothing to do with properly re-inhabiting the Republic. Speaking for myself, I am tired of the lack of integrity, the fear mongering and the lack of transparency. Help the people communicate with one another. Stop operating under fear and secrecy. That is the proper way to restore the Republic.
 

3.     We do not have an ex-cop as Secretary of Treasury. As of today we have not appointed one but we are interviewing for the position and will fill it soon.

 

4.     We have not hired any nasty guy to help secure the funds. One of the men who we are working with has been accused of doing a lot of bad things by one of the brokers. He was left behind because he stopped two deals from going through that would have funded those working in our government as Grand Jury members, congressmen, representatives, and staff needed to complete our government. The woman she is referring to was (Maria – yes I know about Maria) replaced as signer by the principal after he investigated the false claims that she made against our representative. Our representative was given signature authority in her place. As far as being wanted by Interpol, he travels in and out of Europe, the United States and Asia regularly and has not been arrested yet. They must not be checking the airports anymore.

5.     The Utah meeting was done lawfully and no unlawful actions were taken at the meeting. Those who are making up this story were not there. The convening of congress was not planned before the Tuesday before the meeting. There is no proof to the contrary and I can prove that with numerous witnesses who were involved.

See comments at #1 above. None of what the so-called “Congress" did in Utah was lawful, as none of it was permitted by the Constitution in effect on 1 January 1861, the official date of re-inhabitation.
 

6.     It appears, by this email, that congress has no power to vote. There was a lawful quorum of 227 lawfully elected Representatives of the people who held a lawful vote for 36 states. All of the others were invited and welcomed but for various reasons they could not attend. We realize that it was very short notice but congress said they could do it, and they did.  No sates are being thrown out or turned down. We are setting up meetings now to go and meet with them starting in a couple of days. I will be travelling more than 4000 miles before Christmas to make sure they have an opportunity to review and sign on to the document. The national Government has no power to force a free and independent Republic to join. Their congress must voluntarily agree and they need to read the document so they will have full disclosure, as the law requires.

In 1861, there were only 33 States. Was there a quorum in Utah from the those 33 States? ... Were any votes counted from States not eligible to vote? See a list of the eligible States below... When the original Constitution was ratified, it was published for the people to see and discuss with their State delegates and through public media. When will that occur? ... It appears that the Republic is actually a secret society of the officeholders, by the officeholders and for the officeholders. There’s no People anywhere in this equation.

7.     The National Government has no power over a republic and we have repeated this numerous times. It is simply a united group of free and independent republics that are free to do as they choose with no involvement from the national level. We only regulate commerce among the republics (states). We are asking the republics to allow us to hold National district courts in each republic as it was done by the Founders of this nation. We can not force them to and have no desire to try. These courts have no jurisdiction in republic (state) cases. We can only hear cases at the federal level that are brought to us by the people of that republic (state). This idea of the national taking over any republic by any means is simply fabricated. They want to complain about what the rest of us are doing. It is purposely being done to cause division.

Now for all the points that Tim Turner doesn’t think are relevant.
 
Why did Tim claim to be receiving “disturbing e-mails” from Mike Higgins when the e-mails were clearly NOT disturbing. All they did was ask questions; virtually none of which have been addressed? (See www.whynotfreedom.com for all the details.) ... Why did he insinuate that Mike Higgins may be a Federal agent without any evidence... AND why did Kelby Smith tell Timothy Wright that he knew the whole story about Mike Higgins, then, when given permission by Mike to release all the information he knew, he failed to do so? (See www.whynotfreedom.com for all the details.) ... 
 
Why did Tim Turner state the following lie in one of the e-mails below, "Attached with this letter you will find a Declaration from Todd Perkins the former Senate Pro Tempore announcing his intent to resign from the Republic due to the meeting we had in Utah that he calls secret, clandestine, and unlawful” without attaching the said attachment and knowing full well that the said attachment didn’t even exist, as evidenced by Todd’s response to Tim (conveniently NOT included below).
 
 
In summary, I am tired of all of the problems and just want peace and unity.  Some of you have made it clear that you no longer want to be part of our Republic. Since you don’t agree with anything we are doing please depart in peace. We no longer wish to associate with you. We wish you no harm but we can no longer fellowship in discord. I solemnly affirm that all my statements are true and correct so help me God the Creator of all things.

My Fellow Americans,
 
I have refrained from making a public statement on the following matters. I now feel it is expedient that I do so. I have received intelligence reports that there are agents that were sent by the U.S. Corporation to invade our Republic for the purpose of destroying it. I do have some names and if they will cease and desist in making attacks against the Republic, I will refrain from releasing their names publicly. 
 
I have been receiving disturbing emails from a gentlemen named Mike Higgins from Hawaii for some time. Nothing that I can say or do will satisfy him. This man is simply here to cause division in the Republic and I must publicly denounce any involvement with him. Please ignore any emails that you receive from him and please be careful attending any calls. I am not suggesting that he is a U.S. Federal agent, but I do believe that his behavior suggests that he may be someone who was sent to destroy us. It is time that the members of the republic take notice and start acting on new endeavors for the Republic, rather than pay any attention to his attempts to cause division within the Republic.

As a follow-up to the national conference call moderated by Chief Ambassador Jim Fitzgerald on 09 November 2010, some misconceptions need to be corrected.
 
First of all, Nathan Peachy's discovery that the organic Constitution expressly prohibits more than one Representative to represent LESS than thirty thousand people is correct and instructive. Congressional delegations should immediately be reduced to one Representative and two Senators per State Republic if we are actually RESTORING the Republic to a specific point in time (such as the end of 1860). There can be no justification for a larger number as no State Republic currently has more than thirty thousand members. (See Article I, Section 2, Clause 3.)
 
Next, any reading of Article I, Section 5, Clause 1 (see below) that attempts to interpret it to mean that members of the House or Senate may be present in Congress via telephone or by proxy is an outright perversion of the definition of the word "Attendance" as well as the original intent of this clause. 
 
Attendance: the action or state of going regularly to or being present at a place or event.
 

Article I, Section 5, Clause 1: 

Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.

The aforementioned interpretation of the clause above would set a dangerous precedent that can NOT and should NOT be allowed to stand. Communicating via existing technology is not the same as being PRESENT at a place or event. Can you rightfully claim to have been present at the Super Bowl which you actually watched on television from your living room? ... Of course not!
 
Finally, the most important question we need to address before anything else is, are we RESTORING the Republic to a specific point in time OR are we are actually instituting NEW government, as I have previously suggested would be the better way?

After listening to Chief Ambassador Jim Fitzgerald speak on the Morning Liberty Show on RBN Wednesday morning, it appears to be clear that the Republic of the united States of America (RuSA) is planning to move forward under the assumption that we are RESTORING the Republic to a specific point in time, instead of instituting NEW government, as I argued for in my previous communication.
 
As an unforeseen result of this decision, you may be interested in knowing that one of you, depending upon who was elected to their position FIRST, is designated, by law, to serve as the acting President of the RuSA until the next national election can be held... Read on to discover the details...
 
According to the law, as it existed between 1792 and 1860, and the Constitution during that time, neither Tim Turner nor Charles Wright have been properly elected to their offices. The President can only be elected by the House of Representatives when, in joint session of Congress, tallying the ballots after a national election, no presidential candidate receives a majority of the votes cast by the ELECTORS appointed/chosen by the States to vote for the President and Vice President. (See Amendment XII.)
 
When no properly-held national election has occurred, there being no properly-elected President or Vice President to assume the office of President, the Presidential Succession Act of 1792 applies, which states that the President pro tempore of the Senate is to act as President until a national election can be held. This is the case at the moment. What that means is that the person elected to become the President pro tempore becomes the lawfully-acting President until a national election can be held. Did you know this?
 
But, there's even another twist... If there is no President pro tempore, the Speaker of the House becomes the lawfully-acting President until a national election can be held. This means that, in the current situation, if the Speaker of the House is chosen before the President pro tempore, the Speaker becomes acting President. If the President pro tempore is chosen before the Speaker of the House, the President pro tempore becomes acting President. There is also NO provision for filling the vacant office of Vice President.
 
If you don't think that complicates things enough, the statute requires notice of the election to be made by the Secretary of State at least thirty-four days before the first Wednesday in December (12/1/2010), otherwise the next ensuing first Wednesday in December (12/7/2011), meaning that the acting President will lawfully remain President until the third day of March 2012.
 
         Presidential Succession Act of 1792
Sec. 9. And be it further enacted, That in the case of removal, death, resignation or inability of both the President and Vice President of the United States, the President of the Senate pro tempore, and in case there shall be no President pro tempore, then the Speaker of the House of Representatives, for the time being shall act as President of the United States until the disability be removed or a President shall be elected.
 
Sec. 10. And be it further enacted, That whenever the offices of President and Vice President shall both become vacant, the Secretary of State shall forthwith cause a notification thereof to be made to the executive of every state, and shall also cause the same to be published in at least one of the newspapers printed in each state, specifying that electors of the President of the United States shall be appointed or chosen in the several states within thirty-four days preceding the first Wednesday in December then next ensuing: Provided, There shall be the space of two months between the date of such notification and the said first Wednesday in December, but if there shall not be the space of two months between the date of such notification and the first Wednesday in December; and if the term for which the President and Vice President last in office were elected shall not expire on the third day of March next ensuing, then the Secretary of State shall specify in the notification that the electors shall be appointed or chosen within thirty-four days preceding the first Wednesday in December in the year next ensuing, within which time the electors shall meet and give their votes on the said first Wednesday in December, and the proceedings and duties of the said electors and others shall be pursuant to the directions prescribed in this act.
 
Sec. 12. And be it further enacted, That the term of four years for which a President and Vice President shall be elected shall in all cases commence on the fourth day of March next succeeding the day on which the votes of the electors shall have been given.

This unintended consequence of restoring the Republic to a specific point in time glaringly illustrates why I argued for calling for a Constitutional Convention to create a new government instead of restoring one to a specific point in time. This result, coupled with the facts I mentioned in my previous e-mail, such as the existence of only 33 states, Alaska and Hawai`i not being possessions of the United States, missing amendments for the abolition of slavery and guaranteeing women's right to vote. are all examples of why logic and reason dictate that we institute a new government by first creating an updated Constitution based on the original Constitution and Bill of Rights, then have it ratified by 3/4 of the States to properly restore the Republic. It is still NOT too late to follow this proven course of action.

As an addendum to the points made in the Fundamentals of Republic Government article below, I offer the following concise description of how our nation actually moved from ratification of the Constitution to activation of the new government in 1789.
 

Q. When did the United States government go into operation under the Constitution?
A. The Constitution became binding upon nine States by the ratification of the ninth State, New Hampshire, June 21, 1788. Notice of this ratification was received by Congress on July 2, 1788. On September 13, 1788, Congress adopted a resolution declaring that electors should be appointed in the ratifying States on the first Wednesday in January, 1789; that the electors vote for President on the first Wednesday in February, 1789; and that "the first Wednesday in March next [March 4, 1789] be the time and the present seat of Congress the place for commencing proceedings under the said constitution."

The Convention had also suggested "that after such Publication the Electors should be appointed, and the Senators and Representatives elected." The Constitution left with the States the control over the election of congressmen, and Congress said nothing about this in its resolution; but the States proceeded to provide for it as well as for the appointment of electors.

On March 3, 1789, the old Confederation went out of existence and on March 4 the new government of the United States began legally to function, according to a decision of the Supreme Court of the United States (wings v. Speed, 5 Wheat. 420); however, it had no practical existence until April 6, when first the presence of quorums in both Houses permitted organization of Congress.

On April 30, 1789, George Washington was inaugurated as President of the United States, so on that date the executive branch of the government under the Constitution became operative. But it was not until February 2, 1790, that the Supreme Court, as head of the third branch of the government, organized and, held its first session; so that is the date when our government under the Constitution became fully operative.

Q. Did Washington receive the unanimous vote of the electors in his first election as President?
A. Yes, of all who voted. Four, two in Virginia and two in Maryland, did not vote; and the eight votes to which New York was entitled were not cast because the legislature could come to no agreement upon how the electors should be appointed. There should have been 81 votes; he received 69.

Q. How did the first inauguration proceed?
A. The Senate Journal narrates it as follows: "The House of Representatives, preceded by their Speaker, came into the Senate Chamber, and took the seats assigned them; and the joint Committee, preceded by their Chairman, agreeably to order, introduced the President of the United States to the Senate Chamber, where he was received by the Vice President, who conducted him to the Chair; when the Vice President informed him, that 'The Senate and House of Representatives were ready to attend him to take the oath required by the Constitution, and that it would be administered by the Chancellor of the State of New-York'--To which the President replied, he was ready to proceed:--and being attended to the gallery in front of the Senate Chamber, by the Vice President and Senators, the Speaker and Representatives, and the other public characters present, the oath was administered.--After which the Chancellor proclaimed, 'Long live George Washington, President of the United States.'

Q. Was Adams sworn in as Vice President before Washington took the oath of office as President?

A. No. Neither the Vice President nor any Senators took the oath of office until June 3. The first act of Congress, June 1, provided for the oath. In the House the Speaker and members present on April 8 had taken an oath provided for by a resolve on April 6 of that House, and the act of June 1 recognized that oath as sufficient for those who had taken it.
